샘플링 기법을 활용한 육군의 민간인력 확대 가능 규모 판단에 관한 연구

병역자원의 감소와 과학기술의 발전으로 인하여 한국군은 인력소요를 줄이거나 인력공급을 늘리는 다양한 정책대안을 강구하고 있다. 이러한 대안 중에서 민간인력의 활용을 확대하는 것이 상대적으로 구체화된 예측이 가능한 대안으로 평가된다. 본 연구에서는 육군을 대상으로, 군인이 편성되어 있는 직위 중에서 민간인력으로 대체 가능한 직위를 판단함으로써 육군의 총정원 범위내에서 수용가능한 민간인력의 규모를 확인하였다. 이를 위해서, 군인이 반드시 편성되어야 하는 직위가 무엇인지 6가지의 기준을 정립하였고, 이를 적용하여 약 45,000개의 군인 직위가 민간 인력으로 대체 가능함을 확인하였다.
Abstract
Due to the shortage of military manpower and rapid technological advancements, the Korean Army is exploring various policy alternatives to either reduce manpower requirements or boost manpower supply. Notably, expanding the use of civilian personnel provides one of the more concrete options. This study examines the potential for expanding the civilian personnel by identifying active duty soldier’s positions that can be replaced by civilians. We first established criteria to determine which positions must be staffed by active duty soldier. Applying these criteria, we identified approximately 45,000 Army positions that can be substituted with civilian personnel.
