민간국방인력의 효율적 관리방안에 관한 연구- 군무원을 중심으로

안보환경의 변화에 따라 국방은 더 이상 군인만의 영역이 아니며, 많은 민간인력들이 국방업무에 종사하면서 주요역할을 수행하고 있다. 본 연구는 민간국방인력의 대부분을 차지하고 있는 군무원에 관한 문제점을 도출하고 효율적인 관리방안을 제시하였다. 군무원에 대한 문제점들을 도출하기 위하여 기존 연구결과들과 군무원제도의 운영실태를 분석하고 설문조사를 실시하였으며, 관리방안으로 군무원 신분을 ‘군인과 대등하고 독립적인 신분’과 ‘군인의 보조적인 신분’으로 구분하고 각각의 신분에 따른 관리방안을 모색하였으며 특히, 국방공무원제의 도입을 주요 방안으로 제시하였다. 본 연구를 통하여 국방분야에서 규모와 역할이 증대되고 있는 민간인력에 대한 효율적 운영방안을 정립하는데 기여할 수 있었다.
Abstract
Due to the radical changes in security environment, today's national defense is no longer an exclusive field of active-duty personnel and lots of civilian manpower are playing an important role in national defense. This study is to find out the problem about military civilians who occupied most of the civilian defense manpower and suggests a way to manage them effectively. To find out the issues of military civilians, this study have researched on the actual state of military civilians management system and existing studies, and conducted a survey to military civilians. To explore how to mange military civilians effectively, this study defines the status of military civilians in national defense in two ways, which are ‘an equal and independent manpower’ and ‘an assistant of active-duty personnel‘, and searches management system for each status. Moreover, this study suggests to introduce an institution of defense government employees as the principal system of defense manpower management. This study can contribute for preparation of the most effective management system of civilian manpower in national defense.
