Abstract

Alvin Rabushka and Kenneth Shepsle’s Politics in Plural Societies (1972) argues that multiethnic coalitions inevitably collapse soon after independence as distributive conflicts become unmanageable. This article revisits their theory and adds two claims. First, a multiethnic coalition that institutionalized under alien rule can postpone its breakdown. It may adopt federalism to shift distributive responsibilities to lower level of governments, thereby ensuring its organizational survival. Second, the success of such federal reforms hinges on two factors: (1) the coalition’s organizational strength and (2) the timing—before nationwide issues are fully replaced by communal demands. The argument traces a pathway between multiethnic coalition, federalism, and single-party dominance, which contends that the coalition-led federalism is a pivotal condition for mitigating ethnic conflict.
