남북통합 과도기 권력구조에 대한 협의주의(Consociationalism) 적용방안 탐색

본 연구는 권력공유 이론 중 분열과 갈등이 심한 지역의 정치적 안정 확보에 효과적인 협의주의(consociationalism)를 남북 통합과정에 적용해보고 교훈점을 찾기 위해 진행되었다. 협의주의는 ‘정부는 단순히 다수의 이익을 대변하는 것이 아니라, 가능한 많은 사람들의 이익을 보호할 때 정치적, 사회적 안정을 담보할 수 있다’라는 믿음에서 시작하며, ① 소수세력 포함 대연정 ② 분절적 자율성 ③ 공직 진출의 비례성 ④ 특정그룹의 결정적 이해관계와 관련한 거부권이 전제되는 제도적 장치이다. 한편 남북한은 통합과정에서, 각각 국가연합과 낮은 단계의 연방제를 제안하고 있어 공통의 요소를 감안한 권력구조는 남북 정상회의, 남북 동수의 각료회의 및 평의회를 상정하고 있다. 현재 고려할 수 있는 남북통합 과도기 권력구조에 협의주의 조건을 적용해본 결과, 남북정부의 자율성과 남북동수의 통합기구 구성 및 남북지역 간 상호 단절, 국제적 연계성, 규모의 상대적 균형 등 긍정 요인과 남북 간 사회경제적 격차, 온건 중도그룹 부재․협상전통 미흡 등 부정 요인이 혼재한 것으로 평가되었다. 협의주의의 이론적 엄밀성이 미흡하고, 남북통합 권력체계도 정립되지 않아 실제 적용에 한계가 있다. 그럼에도 남북통합과정의 정치적 안정 확보를 위해 과도기 권력구조에 시론적으로 협의주의 적용 여건을 탐색해 봤다는데 의의를 두고자 한다.
Abstract
The purpose of this study is to adopt Consociatinalism at the process of South and North Korea's Integration for securing political stability. Consociationalism known as an effective way to guarantee political stability assumes 4 institutional factors: grand coalition including minorities, segmental autonomy, proportional representation on the public official, special group's veto power. Two Korea suggest each other's Unification formula: Confederation and low level of Federal state. The common factors of the transitional power structure reflecting South and North's formula in the process of integration are summit conference, cabinet meeting consisting of same member between South and North, and council. Adopting Consociationalism to these power structure, both positive and negative factors are found. 5 positive factors; Both Korea government's autonomy, Integrative instituion consisted of same number, Segregation between South and North, International relation, Balance at size between South and North. Also negative factors are social economical gap between South and North, absence of the moderate political groups, lack of negotiation tradition. Adopting and confirming the possibility of the Consociationalism to South and North Korea's integration process is the useful outcome.
