Abstract
This study empirically examines the procurement performance of the ICT Public Institution Consortium within the SME Technology Market for 2024, focusing on demand concentration by technology category, supplier-level market concentration, and seasonal purchasing patterns. The dataset comprises 347 transactions from 34 public institutions, categorized into nine technology types, and market concentration was measured using industrial organization metrics such as the Concentration Ratio (CR), Gini coefficient, and Herfindahl-Hirschman Index (HHI). The analysis reveals that security and authentication technologies account for over 30% of transactions, underscoring a strong demand orientation toward information security. On the supply side, the top five suppliers capture 28.3% of total procurement value, with a Gini coefficient of 0.702 indicating significant concentration, though the HHI (0.031) suggests a broadly competitive supplier market overall. Furthermore, over half of all transactions (217 cases, KRW 13.5 billion) occur in the fourth quarter, reflecting the influence of fiscal year-end budget execution and manual performance reporting on procurement timing. These findings imply that to better foster innovation and advance strategic public procurement, the SME Technology Market requires refined technology classification standards, proactive year-round demand management, and improved platform functionalities for automated and accurate performance reporting.
