Abstract

This study aims to examine the factors influencing the managerial leadership of public officials and to compare the relative importance of each factor between supervisors and managers. An analysis of survey data from U.S. federal government employees yielded the following results. First, realistic performance expectation, HR consultation, and leadership training were found to have a positive impact on the managerial leadership of both middle managers and frontline supervisors. Second, the accuracy of performance indicators, discretion in disciplining low performers, and the use of forced distribution method for performance evaluation were found to positively influence only the managerial leadership of frontline supervisors. These findings show that senior managers tend to utilize their own experiences in management activities, whereas lower-level managers are more inclined to rely on formal systems.
