민주사회주의 정당의 자본주의 정부정책 실험 :베를린 적적연정의 성립 과정과 사회경제정책을 중심으로 한 민사당(PDS) / 좌파당(Die Linke) 정책 평가

민사당/좌파당의 관점에서 볼 때, 베를린 적적연정은 민주사회주의 기획의 자본주의적 실험이라고 할 수 있다. 적적연정의 성립은 사민당에게는 대안 없는 상황적강제의 결과였던 반면, 민사당에게는 오랜 준비 끝에 맞이한 주체적 선택의 결과였다. 실험의 핵심은 재정·사유화정책과 사회·노동정책에서 가장 명확하게 드러났으며, 그 결과는 민사당/좌파당으로 하여금 반자본주의 이념 성향을 약화시키고 자본주의 현실정치성을 강화하는 방향으로 작용했다. 재정·사유화정책은 당내 갈등을통해 사유화가 제약되기는 했지만 사회적 정의의 희생을 대가로 경제적 효율성을추구한다는 점에서 신자유주의적 자본주의 정치의 테두리를 벗어나지 못했다. 사회·노동정책도 연방정부의 하르츠 법안을 막아내지 못했을 뿐 아니라 사회적 저항을 사회주의 기획 실현의 동력으로 활용하지 않고 오히려 저지함으로써 역시 신자유주의적 자본주의 흐름을 극복하지 못했다. 자본주의 사회에는 자본가계급과 노동자계급이 공존하고 이 공존에 기반한 질서가 지배하므로 자본의 논리와 사회정의의 논리가 병존한다. 따라서 베를린 적적연정처럼 자본주의 정치에서는 체제반대세력이 정부에 참여하는 현상과 이를 둘러싼논쟁 및 사회주의 기획의 정치적 실험이 반복될 것이다. 중요한 것은 사회주의 기획의 자본주의 실험을 근본적으로 거부할 것이 아니라 사회주의 기획을 정책적 실천에 얼마나 어떻게 반영할 수 있으며 진정성을 가지고 이를 위해 얼마나 노력하는가이다.
Abstract
The red-red coalition government in Berlin is an capitalistic experiment of democratic socialist project. The establishment of the coalition is the consequence of circumstance coercion (Sachzwang) without any other alternative for the DSP and the consequence of the subjective selection with a long preparation for the DSP. The significant points of the experiment lie on financial-privatization policies and social-labor policies. The result of the experiment with that policies is not only weakening of anticapitalistic ideology but also strengthening of capitalistic real political character of DSP. The policies of DSP and the red-red coalition could not transform the neoliberalistic stream of capitalism. In the capitalistic society capitalist class and working class coexist and it bases upon their coexistence, and therefore in that society theory of capital and theory of social justice coexist. Accordingly, as the red-red coalition, in the capitalistic politics participation of anti-system crafts in government, disputes on it and political experiments of socialist project is repeating. It is important not to refuse fundamentally the experiment but how and how much the project can be put in practice
