독일사회민주당(SPD)이 기본강령을 개정하는 작업으로 분주하다. 본 연구는 1999년 베를린 전당대회 이후 막바지에 접어든 사민당 기본강령 개정 논의의 핵심적 내용을 정리하고, 그 의미를 파악해 보는 데에 목적이 있다. 기본강령 개정의 진행 현황과 그 의미 및 지금까지의 논쟁의 주요 쟁점을 정리하고, 앞으로의 전망과 예상되는 독일정치의 미래를 전망하는 것을 핵심 내용으로 한다. 기본강령을 개정한다는 것은 당의 정체성을 새롭게 단장하는 작업임과 동시에 당의 생존과 활로 개척을 위한 의지의 표현이다. 사민당 기본강령 개정의 핵심을 이루는 ‘신중도’ 노선은 기존의 사회적 책임을 강조하는 입장에서 개인의 부담으로 강조점이 이전되고 시장지향성을 한층 강화하는 입장이다. 이런 변화는 앞으로 당의 노선을 둘러싸고 당내외의 도전과 경쟁을 격화시킬 가능성이 크다. 2007년의 기본강령 확정과 이후 2009년에 실시될 연방의회 선거는 ‘중도세력’ 사민당의 성쇠(盛衰)를 결정짓는 중요한 분기점이 될 것이다.
Abstract
The Social Democratic Party of Germany has been engaged in redrafting its Manifesto. This paper aims at reviewing key issues from the redrafted Manifesto which is at its final stage of revision since the Berliner Convention in 1999, and eventually grasping messages it intends to bring forward. Based on the findings from in-depth research on process and meaning of the revision as well as major issues of dispute, the paper will try to project future prospect of German politics. While revising Manifesto means to forge new identity for the Social Democratic Party, it is also a strong manifestation of political will to survive as well as revitalize itself. “New Middle” which forms a center of the revised Manifesto shifts its emphasis on social responsibilities to individual ones, as well as market orientation has been strengthened. It is most likely that these changes will prompt challenges and competition from both in and out-side of the Party. Both the adoption of the redrafted Manifesto in 2007, and next national election to the Bundestag in 2009 are expected to mark a historical turning point for Social Democrats as a middle power.
