유럽에 있어서 사회민주주의와 기독민주주의는 이념의 발전을 통하여 정당의 차별화를 시도하였다. 이러한 차별화는 개별 정당이 이념적 성향에 따라 정책을 수립하였고, 상대 정당과의 양립의 구도를 가지게 된다. 하지만 정치, 경제 ,사회가 급격히 변화하는 시기에는 정당이 상대 정당의 이념을 수용, 정책으로 전환하는 경향을 보이게 된다. 급속한 경제성장과 함께 복지국가가 확대되는 60년 후반과 70년대 초반에는 기민당의 “사민당화”가 이루어져 기민당의 이념과 강령에 고용과 분배, 사회보장의 원리가 도입되었다. 그와는 반대로 90년대 후반부터 집권한 서구의 사회민주주의 정당은 동구의 몰락과 세계화의 추세에 대처하기 위하여 노동시장의 유연성 증대와 경제 활성화가 시급한 과제로 나타나게 되고 복지지출의 축소와 국가 경제 개입의 축소 등의 “기민당화”를 통한 국가 경쟁력의 확대를 위해 노력하게 된다. 동시에 사회민주주의 정당은 완전고용과 재분배적 복지제도의 골격을 유지하고자 하기는 하나, 사회적 위험도 분산을 시킴으로써 복지국가의 평등주의적 특징을 유지하고자 하는 “제3의 길”을 가고 있다. 이는 경제적 측면에서는 세계화의 추세 속에서 국가 경쟁력의 제고를 그리고 사회적 측면에서는 고성능의 복지국가를 지향하는 복지시스템의 근대화를 의미한다.
Abstract
In Europe, both social democratic party and christ democratic party had tried to differentiate its own party from the other in order to develop its own unique political ideology. This differentiation resulted in a conflict relationship between two parties and each party employed different policies based on its own political ideology. However, each party showed a tendency to accommodate the counterpart party's political ideology and policy when there were dramatic political, economic, and social changes. During the late 60's and early 70's in which there were a rapid economic growth and the expansion of welfare state, christ democratic party became "Social Democratization” and christ democratic party accepted the concept of employment & distribution and the principles of social security. On the contrary, social democratic party which became a ruling party since late 90's tried to become “Christ Democratization” in order to increase the nation's competitiveness in an effort to cope with the collapse of Eastern Europe and globalization. For this reason, social democratic party accommodated policies such as the reduction of social welfare expenditure, and minimization of governmental intervention into economic issues in order to increase the flexibility of labor market and economic revitalization. At the same time, the social democratic party is taking "the third road" to maintain the characteristics of equality principle as a welfare state by sustaining the principles of full employment and redistribution of wealth which is important for the dispersion of social risk. This trends is a sign of modernization in welfare system which aims at heightening of nation's competitiveness in terms of economic perspective and promoting high quality welfare state in terms of social perspective.
