Abstract
This study examines the discursive contestation surrounding the introduction of the AI digital textbook(AIDT) policy in South Korea through the lens of Critical Discourse Analysis (CDA). Drawing on articles from eight major daily newspapers, the analysis explores discourse strategies and value orientations across the textual, discursive, and social practice dimensions. The findings show that supportive discourse- driven by the central government, the Ministry of Education, selected provincial offices, and publishers- legitimized the policy through “classroom implementation” and “legal justification,” framing AI digital textbooks as essential infrastructure for educational innovation and national competitiveness. In contrast, oppositional discourse- articulated by opposition parties, teachers’ associations, and parents- emphasized the “protection of students’ learning rights,” “increased teacher workload,” and “insufficient evidence of effectiveness,” thereby underscoring the need for procedural legitimacy and social consensus. This contestation ultimately resulted in the legal reclassification of AI digital textbooks from “official teaching material” to “educational resource,” demonstrating the substantive institutional influence of oppositional discourse. Overall, the study highlights that debates over AI digital textbooks extend beyond policy adoption to encompass processes of consensus-building and conflict mediation. The Findings suggest that future educational policies must ensure both substantive validity and strengthened deliberative procedures to secure procedural legitimacy.
