공동외교안보정책과 유럽시민권의 상관성 연구

초록

외교정책은 기본적으로 주권국가의 정책수단이다. 유럽연합은 주권국가가 아니지만, 거버넌스 시스템의 관점에서 공동외교안보정책을 추진한다. 공동외교안보정책은 유럽연합 회원국가들의 대외문제를 추진하는 중요한 정책기제이다. 유럽시민권을 포함하는 유럽공동체라는 ‘제1 기둥’과 더불어 공동외교안보정책은 ‘제2 기둥’의 형식으로 마스트리히트조약에 규정되었다. 이후 공동외교안보정책은 유럽연합의 외교정책으로 구체화되었다. 유럽시민권은 공동외교안보정책과 밀접한 관련을 맺는다. 공동외교안보정책과 유럽시민권은 유럽정체성을 도모하는데 필요한 중요한 요소이다. 공동외교안보정책은 코소보 전쟁을 전후하여 새로운 국면으로 접어든다. 유럽대륙과 국제문제에서 유럽연합의 독자적 역량을 확보해야할 필요성이 제기되었다. 이후 공동외교안보정책은 공동안보방위정책을 채택하여 지금까지 수동적이고 방어적 입장으로부터 보다 적극적인 안보를 모색하게 된다. 물론 미국의 지도력을 인정하는 범위에서 유럽의 독자적인 외교와 군사능력을 강화하려는 입장은 변함없다. 그럼에도 불구하고 향후 유럽정체성과 시민권의 발전은 유럽연합의 독자적 행동과 의지를 형성하는데 중요한 요인으로 작용될 수도 있다.

Abstract

A foreign policy is basically a policy measure of a sovereign state. The European Union(EU) is not a sovereign state but it tries to make a common foreign and security policy(CFSP) in terms of a governance system. The CFSP is an important mechanism to pursue the foreign affairs of the member states. Together with 'the first pillar' of the European Community inclusive of European citizenship, the CFSP was prescribed as 'the second pillar' in the Maastricht Treaty, after which the CFSP was concretly embodied in the EU's foreign policy. European citizenship is closely tied with the CFSP. The CFSP and European citizenship are core factors in promoting European identity. Around the advent of the Kosovo war, the CFSP advanced to a new phase. The call for the need was raised to the EU to play an independent role on international and European continental issues. From then on, the CFSP adopted a common security and defense policy(CESDP) and is continuously searching for a more active approach to security moving away from the passive and defensive one. Of course there is no change of position to reinforce EU's independent diplomatic and military ability within the acknowledgement of US leadership. Yet, with all this, the development of European identity and citizenship could work as influential factors in forming EU's independent actions and wills in the coming future.
