회원국의 주권 개념은 유럽연합의 공동외교안보정책을 설명하는데 설득력이 있다고 볼 수 있다. 그렇지만 동시에 고려해야 할 점은, 이들 변수의 존재론적·인식론적 개념 정의가 지나치게 추상적이고 단순하다는 것이다. 이에 본 연구는 주권 수호나 그와 관련된 국가안보라는 변수가 외생적으로 주어져 고정된 변인이라는 존재론적 입장에 문제제기를 하고자 한다. 나아가 주권과 안보의 개념이 사회적 구성체로 재해석 될 경우, 공동외교안보정책의 진정한 의미를 발견할 수 있다고 가정한다. 이런 배경 속에서 본 연구는 유럽연합의 공동외교안보정책의 적실성을 두 가지 측면에서 접근하고자 한다. 첫째, 유럽연합의 외교 및 안보 정책이 주권 개념의 이중적 속성과 어떤 상관관계를 가지는지 분석하고, 이 과정에서 드러나는 유럽의 정체성이 가지는 의미를 고찰한다. 둘째, 주권 개념의 이중적 속성에 따른 안보의 변화 가능성이 유럽연합의 외교 및 안보 정책에서 실질적으로 어떻게 구현되고 있는지 고찰한다.
Abstract
The concept of sovereignty is of great use in making sense of the Common Foreign and Security Policy of the European Union. The conventional scholarly wisdom, however, contains some inherent weakness due to its narrow-minded ontological and epistemological positions concerning the concepts of sovereignty and security. The paper questions the existing ontological/epistemological positions of sovereignty and security, which consider them as given. Instead, the paper sees these independent variables as social constructs. Hence, the aims of the paper is to examine their relevances in evaluating the CFSP of the EU based on two assumptions. First, it posits that the Union-level foreign and security policy is implicitly and explicitly linked to the dual concepts of sovereignty. Second, equally important, the concept of security is also assumed to be changing to the extent that its concepts, referent objects and domains are broadened to meet the requirements of the age. Only if adroitly adapting to these changes, the EU can appropriately develop its own CFSP.
