혁신도시 정책이 지역 특화 산업 발전에 미치는 영향 분석과 정책적 시사점: 충북 혁신도시 정책 사례를 중심으로

우리나라의 혁신도시 정책은 국가균형발전을 도모하기 위해 수도권 공공기관의 비수도권으로의 이전을 기본적 외연의 형태로 하여 추진되었다. 이러한 공공기관 이전의 배경은 산·학·연 간 지역 특화 혁신여건을 형성하여 지역 경제성장을도모하고 경제성장 파급효과를 유발하고자 하는 목적에 기인하고 있다. 이에 본연구에서는 충북혁신도시를 분석대상 지역으로 하여 혁신도시가 해당 지역의 특화산업 발전에 미친 영향을 실증적으로 분석하였다. 이를 위해 준실험설계의 일종인 합성대조군 방법을 적용하고, 모형의 강건성 검정을 수행하였다. 분석결과, 공공기관 이전 이후 충북혁신도시의 특화산업 관련 산업별 지역내총생산이 증가하는 경향이 관측되었으나, 이러한 변화는 특화산업 및 시기별로 상이하였다. 분석결과는 충북 혁신도시 정책이 부분적으로 지역 특화 산업 성장에 유의한영향을 미쳤음에도 불구하고, 연계협력을 바탕으로 한 지역 특화 혁신 여건 창출 측면에서 미진한 부분이 존재함을 시사하고 있다. 본 연구는 혁신도시 정책이 지역 특화 산업 발전에 미친 영향을 정교하게 분석함으로서, 지속적인 성과평가 및 향후 정책 추진 개선의 필요성을 제시한다는 점에서 의미가 있다.
Abstract
The Korean innovation city policy was implemented to relocate public institutions in metropolitan areas to local areas, develop them into regional hubs, comprehensively promote balanced regional development, and strengthen national competitiveness. In particular, it considers regional themed industries as the basis for regional development and spillover effects to grow regional potential. This study was conducted against this background to empirically analyze the impact of the Chungbuk Innovation City policy on the development of regional themed industries and to suggest policy implications. The results of the analysis showed changes in the GRDP of themed industries in the two regions after the implementation of the innovation city policy, but the changes were different. Based on these results, we suggest several implications for future policy directions.
