본 연구는 대구혁신도시와 경북혁신도시를 대상으로 혁신도시 정책이 지역 성장에 미치는 영향을 통제집단합성법을 활용하여 실증적으로 분석하였다. 분석 결과, 두 혁신도시 모두 인구 유입과 출산율 개선 효과는 제한적이었다. 고용 측면에서 종사자 수는 유의미하게증가하였으나, 사업체 수의 변화는 미미하여 산업구조의 고도화는 다소 못 미치는 것으로나타났다. 지역내총생산은 대구혁신도시가 비교적 안정적인 증가세를 유지하는 반면, 경북혁신도시는 2015년 이후 다소 성장세가 둔화하는 양상을 보였다. 재정자립도의 경우 경북혁신도시에서 일부 개선된 모습이 관측되었다. 신시가지형인 대구혁신도시와 신도시형인경북혁신도시 간 정책 효과의 지속성과 양상은 뚜렷하게 달랐으며, 이는 혁신도시 유형과입지 조건이 정책 성과에 미치는 영향이 크다는 점을 보여준다. 이와 같은 차이는 중앙정부와 광역·기초자치단체 간 연계·협력을 바탕으로 한 혁신도시 유형별 맞춤형 전략 수립의필요성을 강조한다. 아울러 이러한 결과는 대구·경북 행정통합 논의와도 밀접하게 연관된다. 통합 이후 다핵형 도시체계로 재편될 가능성이 큰 가운데, 거점 간 구조적 불균형을완화하기 위해서는 단순한 물리적 인프라 확충이나 정주 여건 개선을 넘어, 입지와 구조에따른 역할 특화, 기존 도심과 연계성 강화, 차별화된 지원 전략이 함께 설계되어야 한다.
Abstract
The purpose of this study is to empirically analyze the impact of the innovation city on regional growth by applying the Synthetic Control Method to the cases of Daegu and Gyeongbuk Innovation Cities. The analysis reveals that the two innovation cities—Daegu as a new urban area type and Gyeongbuk as a new town type—exhibited distinctly different patterns in both the magnitude and sustainability of policy effects. These differences underscore the need for customized strategies based on intergovernmental cooperation among the central government, metropolitan local governments, and basic local governments. Furthermore, the findings are closely related to the ongoing discussions on administrative district consolidation between Daegu and Gyeongbuk. As a polycentric urban structure is likely to emerge after consolidation, addressing structural imbalances between regional hubs will require not only the expansion of physical infrastructure and residential conditions but also the design of differentiated roles, stronger connections with existing urban centers, and tailored support strategies based on local spatial and structural characteristics.
