Abstract
As regional inequality in Korea continue to deepen, the Korean government has been relocating public institutions in Seoul Metropolitan Area (SMA) to non-SMA regions since mid-2010 with the aim of promoting population diversification in the medium to long term. This study aims to empirically analyze the demographic effects of these public sector relocations using a synthetic control group method and suggest policy implications. For our empirical analysis, we processed statistical data collected by Statistics Korea on population changes and socioeconomic characteristics of 228 cities and counties. In addition, we employed a synthetic control method that can be applied when the treatment and control groups are clearly separated. The results show that the population size of the 13 regions where the exogenous intervention took place increased, but the net migration population experienced a temporary spike, followed by a decline. In addition, birth rates showed a similar pattern of a temporary increase followed by a decrease, but this was not statistically significant. Based on the results of the analysis, we suggest policy directions. These include the continued improvement of settlement conditions for the migration of metropolitan populations to non-metropolitan areas, as well as significant policy improvements and complements.
