(우수)건축자산 선정과 등록기준의 쟁점 및 제도개선에 관한 연구: 세종시 건축자산 정책을 중심으로

「한옥 등 건축자산의 진흥에 관한 법률」이 마련된지 10년이 흘렀음에도 불구하고 건축자산에 대한 지자체의 인식은 낮고 행·재정적 여건은 매우 열악한상황이어서 관련 정책의 비중이 작고 우선순위로 시행되기 어려운 상황이다. 본 연구는 “현 건축자산 정책이 지역에서 잘 이행되고 있는가?”라는 연구 질문에서 시작하여 “잘 이행되지 않는다면 그 이유가 무엇이며, 현 제도의 문제와한계점이 무엇인가?”, “실질적 개선을 위한 방안은 무엇인가?”라는 연속적 질문으로 연구를 진행하였다. 세종시 사례를 통해 실제 시행계획을 수립하는 과정에서 지자체가 겪는 문제들을 중점적으로 살펴봄으로써 향후 정책·제도적 개선을 위한 실질적 방안을 제시하였다. 결과, 건축자산 정책의 쟁점으로 건축자산 선정기준의 모호함, 우수건축물 등록기준 미흡, 민간참여 인센티브 부족, 지자체 차원의 자원제약 등을 도출했으며, 이를 개선하기 위한 정책을 5가지 제언하였다. 첫째, 지역적 특성을 고려한구체적인 건축자산의 선정기준과 방식의 필요, 둘째, 중점관리 대상 발굴 및 등록제 실시, 셋째, 기존 건축위원회와 연계한 별도의 위원회 설치 필요, 넷째, 전담조직 신설 및 특별회계를 설치하여 행·재정력 확보, 다섯째, 정책의 추진 과정에서 나타나는 한계점 등을 확인하여 수정·보완하는 모니터링 실시가 필요하다.
Abstract
Although 10 years have passed since the relevant laws were enacted, local governments’ awareness of architectural assets is low, and administrative and financial conditions are very poor. This study examined the challenges and limitations of managing and promoting architectural assets. By analyzing Sejong City’s first and second implementation plans, this study identified systemic problems such as subjective assessments of asset value, limited participation from the private sector, and insufficient financial and administrative capacity at the municipal level. Five policy suggestions are made: first, establish criteria and methods for selecting specific building assets; second, implement a registration system and identify key management targets; third, establish a separate committee; fourth, establish a dedicated organization and special accounts; and finally, implement monitoring to revise and supplement policies.
