이 연구는 여성 사회권의 관점에서 2003년부터 2007년까지의 한국 연금개혁 논쟁을 재구성함으로써 연금개혁의 젠더적 의미를 포괄적으로 이해하고, 한국의 노후소득보장체계 구축에서 젠더적 이슈화의 방향성에 함의를 찾고자 하는 것이다. 먼저 성평등적 관점, 젠더 분석, 여성 사회권 등의 기존의 관련된 관점들을 비판적으로 검토하고 한국의 노후소득보장체계 구축 논쟁을 분석하는 통합적인 이론적 분석틀을 제시하였다. 오랜 연금개혁과정에서 가장 중요한 논쟁지점은 재정안정화와 연금 사각지대 문제였으며, 양자 간의 해결책을 찾는 논의 과정에서 젠더적 의미들은 사실상 매우 중요하였음에도 불구하고 명시적인 '젠더 이슈'로서 인식되지는 못했다. 그러나 본 연구에서는 여성의 사회권의 관점에서 한국의 연금개혁 논쟁과 개혁내용을 다음과 같이 분석하였다. 젠더적 관점에서 재정안정화 개혁이 의도치 않게 가져온 남성부양자 모델의 약화, 다층체계 구축의 젠더적 의미, 사회보험방식에 대한 문제제기에 있어서 나타나는 울스톤 크래프트의 딜레마, 소득보장성 강화를 위한 개혁에서 드러난 사회적 보호 담론과 육아에 대한 보상, 제도 합리화 위한 성평등적 개혁의 역설 등이 그것이다.
Abstract
This study seeks to understand Korean pension reform debate during 2003-2007 in gender perspective, and find theoretical and policy implications on women's social rights. First, previous gender-related perspectives on social policy are critically reviewed. A comprehensive analytic framework including not only women's three status - as a worker, a wife and a mother - but also a right as a citizen in society, and macro approaches as well as micro one is suggested. Second, Korean pension reform process and debates were reconstructed by gender perspective. In Korean pension reform process, the main critical issues were insignificant poverty reduction effect as well as financial unstability. Most reform alternatives or measures argued seriously in reform debates had significant gender meaning, which has been rarely recognized as “gender issue”. This study focused on analyzing weakening of malebreadwinner model unintentionally caused by reform measures for financial stability, gender meaning of multi-pillar system (or strengthen the private pension schemes), Wollstonecraft's dillemma issues in pension reform debate, social protection perspective versus compensation-for-childcare perspective, and paradox of gender-equality measures.
