고령화 시대의 노후소득보장체계 재편 전략과 한국의 선택-국가, 시장, 가족의 축을 중심으로 -

초록

이 연구는 최근 노후소득보장체계를 둘러싼 논쟁과 재편 방향을 국가-시장-가족이라는 축을 중심으로 설명하고, 이러한 관점을 중심으로 한국의 2003년～2007년에 걸친 연금개혁의 논쟁점과 개혁내용을 분석하였다. 먼저 이론적 논쟁과 외국의 개혁경향으로부터 국가 중심의 노후소득보장에서 다층체계에 대한 규제주의적 모델의 강조, 사적연금의 강화 및 노동시장(근로)의 강조 등 시장역할의 강화, 가족주의 혹은 남성부양자 모델로부터 개별화 모델로의 재편 등의 변화 경향을 분석하였다. 이러한 관점을 중심으로 우리나라의 최근 노후소득보장체계 재편논쟁과 개혁내용을 분석한 결과, 기존의 높은 급여보장이 축소됨으로써 국가책임 중심의 노후소득보장체계로부터의 이탈이 일어났지만, 다층체계로의 전환을 통한 시장으로의 적극적인 책임이전이나 규제주의로의 국가 역할 변화는 관찰되지 않았으며, 국가의 기초보장책임의 확충이 중요한 이슈로 전면에 부각되었다. 또한 남성부양자 모델의 약화라는 경향은 나타나지만 개별화 모델로의 전환이라는 방향성이 확실히 제시되거나 그를 위한 구체적 조치들이 시도된 것은 아니었음을 밝혔다.

Abstract

This study analyzed the issues and strategies of recent pension reform in perspective of state-market-family nexus, and investigated Korean pension reform debate during 2003-2007. The main strategies were suggested as follows; the shift from state-centered old-age income security system to multi-pillar system, emphasis on the regulative role of welfare states in restructuring private pension schemes to become a device for old-age income security, facilitating the old-age employment, a transition from familialistic approach to individualization model of pension benefit. In these point of views, this study revealed some characteristics of the recent Korean pension reform. With substantial reduction in pension benefit, central role of the state in securing the adequate benefit was weakened but responsibility of the state to guarantee the basic security was far more ameliorated with the introduction of Basic Old-Age Pension. A shift to the multi-pillar system was premised in pension reform but active measures to activate private pension and regulative role of the state was not investigated. Weakening the male-breadwinner model was brought out, but not followed by the explicit strategies or aggressive measures toward individualistic model.
