한국의 연금개혁과 젠더레짐의 궤적: 젠더통합 전략을 통한 젠더평등을 향하여

본 논문에서는 연금의 젠더불평등이 발생하는 메커니즘, 즉 젠더레짐(gender regime)이 노동시장-가족-국가 부문에서 관철되면서 연금수급권에 영향을 미치는 메커니즘을 이해하고, 연금정책(pension policy)을 통해 젠더불평등을 변화시킬 수 있는 방안을 모색해 보고자 하였다. 연금은 가족-노동시장-국가영역에 투영된 젠더레짐이 총체적이고 집합적으로 구현되는 정책영역 중 하나이다. 연금에서의 젠더불평등(gender inequality)은 노동시장, 가족, 국가 영역에서 발생한 젠더불평등이 집적된 결과인 동시에 연금정책의 설계에 따라 이들 영역에서 발생한 젠더불평등을 개선할 수 있다는 점에서 중요한 의미를 가진다. 즉, 연금권 보장과 관련하여 가장 중요한 골간인 연금의 수급자격과 급여수준을 결정하는 원칙에서 ‘노동시장 성과와의 연계’, ‘가족돌봄에 대한 사회적 보상’, ‘국가의 기본생활보장 책임’이 어떠한 구성과 비중으로 결합되어 영향을 미치도록 설계할 것인가 하는 점이 연금정책에서 젠더레짐에 영향을 미칠 수 있는 핵심적 요소이다. 본 논문에서는 실질적인 젠더평등을 위하여, 젠더차이 전략(strategies of gender difference) 및 젠더동등 전략(strategies of gender equality)의 한계를 넘어, 젠더통합 전략(strategies of gender integration)을 통한 연금정책 대안을 모색해 보고자 하였다. 이러한 맥락에서 이 논문은 젠더평등적인 연금정책을 모색하기 위해 세인즈베리(Sainsbury)의 젠더레짐 분류를 수정하여 재분류하고, 한국의 연금제도 도입 및 개혁의 역사적 과정에서 나타난 젠더불평등한 젠더레짐이 투영된 정책적 요소들을 분석하였으며, 현실의 유토피아(real utopia) 구현을 위하여 젠더평등한 젠더레짐에 부합하는 연금정책의 재설계 방안을 젠더통합적 전략에 입각하여 제안하고 있다.
Abstract
Gender inequality in pension can be said to be a result of gender inequality found in the labor market, family, and state. Hence the pension is one of the policy areas where gender regime reflected in labor market-family-state section is best realized overall and collectively. The principle of eligibility for pension and the level of benefit changes in accordance with how ‘the relation to outcome of labor market,’ ‘social compensation for family care,’ and ‘state responsibility of basic living security’ are combined and weighed. While gender regime influences the labor market, family, and state sectors resulting in changed nature of women’s social right, gender regime can be changed by actively expanding women’s social right through improvements of pension’s institutional rules. This study maintains a more foundational perspective, surveys the mechanism widening gender gap of pension, i.e., the mechanism reflecting gender regime in the pension policy in terms of labor market-family-state, and suggests a way that moves toward real gender-equality pension policy through strategies of gender-integration, which is beyond strategies of gender-equality and gender difference. In this respect, this study analyzes inequal gender regime reflected in the process of Korea’s pension reform and propose specific policies for redesigning the pension policy that correspond with gender-equality regime that aims for real utopia.
