다문화시대 이민자 사회통합 정책방향에 대한 일고찰: 네덜란드 정책사례를 중심으로

우리나라는 이미 지난 수년간 『제1차 외국인 정책 기본계획(2008-2012)』과 『다문화가족지원정책 기본계획(2010～2012)』을 기반으로 국내 거주하는 외국인 주민의 한국사회 적응과 사회통합을 위한 정책을 본격적으로 수행해왔다. 그럼에도 불구하고 ‘다문화 정책’이라는 용어사용의 혼란에서 엿볼 수 있는 것처럼 우리나라의 이민자 통합에 대한 사회적으로 합의된 정책방향은 아직까지 구체화되지 않고 있다. 또한 근래 우리보다 앞선 이민역사를 갖는 대부분 국가들의 ‘다문화주의적’ 이민자 통합정책의 포기 추세와는 달리, 우리나라는 ‘다문화주의’ 에 많은 기대를 걸고 있는 분위기도 탐지된다. 이러한 맥락에서 이 글은 온정적 ‘소수민족 우대정책’ 등 다문화주의적 통합정책을 어느 국가보다도 적극적으로 실행했지만 외국인 이민자의 사회 부적응 및 사회갈등을 인지하고 2000년대 이후 자국의 언어의 습득과 가치의 수용을 더욱 중요시 하는 ‘동화주의적’ 통합정책으로 정책방향을 선회한 네덜란드의 사례를 살펴보았다. 이와 같은 고찰을 통해 이 글은 ‘다문화주의’ 에 대한 과도한 기대를 넘어 이주민들을 효과적으로 도울 뿐만 아니라, 이들을 우리사회에 실질적으로 적응․통합시키는 정책방향이 무엇인가에 대한 통찰과 정책마련에 시사점을 제공하고자 했다.
Abstract
In recent years Korean government has officially carried out several policies for the integration of foreign population based on “Basic Plan for Alien Resident(200 8-2012)” and “Basic Support Plan for Multi-cultural Family (2010-2012).” Howeve r, a social agreement on immigrant integration policy has not yet been defined in Korea. In addition, multi-culturalism has been supposed as an efficient immigrant integration policy in Korean society with great expectations, whereas a number of countries with a long immigration history recently have backtracked multi-cultura l policy. In this respect we examine the Netherlands immigration policy for integration of foreign population, the basic position of which has been changed from multi-cultural to assimilationist policy since 2000. It is expected to provide meaningful argumentation, as an alternative to multi-culturalism, of how korean government could support foreign residents efficiently and integrate them into Korean society.
