이 논문은 서구 다문화사회의 국제이주민 유입과정, 국제이주민에 대한 사회통합정책의 내용과 성과, 그리고 사회통합 실패의 요인을 경험적 자료에 근거하여 분석함으로써 한국사회에 대한 이론적, 정책적 시사점을 도출하는 것을 목적으로 한다. 서구 다문화사회는 프랑스처럼 동화주의를 택한 나라이든 네덜란드처럼 다문화주의를 택한 나라이든 관계없이 거의 모든 나라가 20세기 말부터 국제이주민(출신 시민)과 본국인 간의 심각한 갈등을 겪게 된다. 그 배경적 요인으로 국제이주민의 이주 전 사회경제적 배경(저학력, 빈곤층 등), 수용국의 정치인과 기업인 그리고 국민의 차별과 인종주의적 편견 선동, 수용국 정부의 국제이주민 정책(사회, 경제, 교육 등 영역간의 연계성 부족 등)을 들 수 있다. 20세기말에 다문화사회에 진입한 한국에 대한 시사점은 국제이주민집단의 성공적인 사회통합을 위해서는 이들이 문화적 정체성을 유지토록 허용ㆍ지원하는 것으로는 부족하며, 노동시장과 교육 등 사회통합의 가장 중요한 분야에 대한 적극적인 지원(예, 차별시정조치 등)이 병행되어야 한다는 것이다.
Abstract
This article aims to analyze West European experience of international migration. For this purpose, it examines the trend in international migration to West Europe, government policies towards migrants and their descendants, policy effectiveness or performance, and costs of failure in integrating them. Then, it elaborates a variety of factors contributing to the failure of social integration of immigrants in Europe: immigrants' social-economic background, discrimination against immigrants and their children by businesses and citizens, political mobilization of racism by right-wing politicians and political parties, and misdirected government policies. This implies that allowing for and supporting immigrants maintaining cultural identity is not sufficient for their successful integration into the mainstream society. Rather it is essential to modify policymakers' and citiziens' attitudes immigrants.
