Abstract
This study explains why the Liberal Democratic Party (LDP), long regarded as having weakened factions, nonetheless experienced a resurgence of political fundraising “slush fund” scandals. It examines why the LDP adopted a passive response, why most implicated lawmakers belonged to the Abe faction, and why the issue surfaced only after former Prime Minister Abe Shinzō’s death, approaching these questions as a structural “negative legacy” of Abe’s long-term rule. The analysis shows that during Abe’s prolonged tenure, LDP factions revived through an increase in faction-affiliated lawmakers, Abe’s faction-friendly leadership style, and the formation of a “mainstream coalition” with key factions. This revival restored factions’ political influence and fundraising capacity while allowing opaque financial practices to persist. In personnel appointments, Abe maintained inter-factional balance but strategically fostered future leaders within the Seiwa-kai through key junior ministerial posts, resulting in the steady expansion of that faction while overall factional power remained stable. Under these conditions, inter-factional checks weakened and an implicit norm emerged in which factions avoided interfering in each other’s financial practices. Accordingly, the slush fund scandal should be understood as a structural outcome of the LDP’s reliance on the Seiwa-kai under Abe’s dominant leadership, becoming visible only after Abe’s death weakened the authority that had sustained the system.
