Abstract
This study analyzes the formation and survival of minority governments through a case study of the Ishiba Cabinet, which emerged after Japan’s 2024 House of Representatives election. The Liberal Democratic Party (LDP), long the dominant force in Japanese politics, failed to secure a parliamentary majority due to structural crises, including the death of Prime Minister Abe, a political funding scandal, the collapse of intra-party factions, and the weakening of local organizations. With the decline of LDP hegemony, opposition parties neither joined a coalition with the LDP nor formed an alternative coalition government, resulting in the establishment of a minority cabinet. This outcome reflects a strategic calculation by opposition parties, who sought to avoid the political and electoral costs of direct participation in government while enhancing their policy influence and preparing for the next election. By remaining outside the cabinet, opposition parties were able to secure committee chairmanships, establish policy consultation channels, and exert influence over the legislative process. At the same time, they evaded responsibility for LDP-led government decisions and minimized electoral risks. Moreover, the forthcoming House of Councillors election increased uncertainty about the cabinet’s durability, further weakening the incentives for opposition parties to enter government.
