본 논문은 한국 사회에서 심화되고 있는 수도권과 비수도권 간 경제·사회적 격차 문제를 국가론적 관점에서 심층 분석한다. 이를 위해 발전주의와 신자유주의라는 두 가지 국가 공간 형태와 전략의 공간 선택성을 이론화하고, 한국의 구체적인 지리적 불균등 발전 메커니즘을 설명한다. 특히 냉전 반공 권위주의 시대의 발전국가와 탈냉전 민주화 시대의 신자유주의 국가가 상이한 공간 선택성을 통해 어떻게 지역 간 차이를 심화시켰는지 조명한다. 전자의 불균등 발전이 중앙집권적 논리를 통해 서울과 영남권을 잇는 경부고속도로 축을 중심으로 한 발전을 이끌었다면, 후자는 지역 간 경쟁과 분권화의 논리를 통해 서울과 수도권 중심의 발전을 이끌었다. 강남과 마산의 대조적 사례는 공간 선택성의 변동이 지역의 경제적, 사회적 운명에 미친 영향을 보여주며, 시장과 자본의 논리에 초점을 두는 기존 접근을 넘어 국가 권력과 사회적 관계의 맥락에서 지역 격차 문제를 재해석한다. 끝으로 국가 공간 정책의 대안적 방향에 대한 모색 필요성을 제시한다.
Abstract
This paper provides an in-depth analysis of the deepening economic and social disparities between the Seoul metropolitan area and non-metropolitan regions in Korean society from a state-theoretical perspective. To this end, it theorizes two distinct spatial selectivities inherent in two distinct state spatial forms and strategies, i.e., developmentalism and neoliberalism, and explains the specific mechanisms of geographically uneven development in Korea. A particular attention is given to how the developmental state during the Cold War authoritarian era and the neoliberal state in the post-Cold War democratization era have intensified regional disparities through distinct spatial selectivities. While the former fostered development centered around the Gyeongbu Expressway axis connecting Seoul and the Yeongnam region through centralized logic, the latter has driven development around Seoul and the metropolitan area through the logic of interregional competition and decentralization. The contrasting cases of Gangnam and Masan illustrate the impact of shifting spatial selectivity on the economic and social fate of regions, reinterpreting regional disparity issues within the context of state power and social relations beyond existing approaches that focus on market and capital logic. The paper concludes by highlighting the need to explore alternative directions for state spatial policy.
