Abstract
Today, uneven regional development has received much attention as the basis for the flourishing of populist politics based on geographies of discontent in major advanced countries. The geohistory of capitalist spatial economy can be divided into three periods: spatial Keynesianism and two decades of non-metropolitan economic growth after the Second World War, neoliberal spatial policies and competitive regional innovation and new industrial spatial strategies after the early and mid-1970s, and competitive city-regionalism and left behind place after the 2008 financial crisis. To fully leapfrog the path dependency of regional uneven development policies, it is necessary to overcome the conceptual opposition between equity and efficiency, development projects and basic service provision, place-centred and people-centred approaches, space of place and space of flow. The alternative is to create a place-based universal basic service delivery strategy to make an equal geography of opportunity of national land that does not discriminate on the basis of where people live. The spatial structure of the national territory needs a metropolitanisation strategy of horizontal urban network(cooperation) based on a multi-spatial scale dynamics, rather than a metropolitanisation strategy based on exclusive territoriality.
