지역과 국가경제에 미치는 항만의 영향력을 고려했을 때 항만도시의 발전과 지속가능성은 매우 중요한 이슈이다. 이를 위해 가장 중요한 부분 중 하나는 항만과 도시의 유기적인 상호작용을 고려한 계획과 정책 수립이다. 본 연구에서는 항만도시를 통합적으로 이해하기 위한 PC-MML 프레임워크를 제안하고, 항만과 도시의 상생을 위한 정책 방향성에 대해 논의하였다. 항만물류전문가와 항만도시 정책담당자 총 17명을 대상으로 인터뷰와 설문조사를 거쳐 주요 정책부문을 도출하고 중요도를 분석하였다. AHP 분석 결과, 항만과 도시의 연계성을 고려한 상생발전을 위해서는 집적화(0.361), 중심화(0.229), 인터페이스 원활화(0.264), 사회·안전화(0.146) 기능 순으로 중요한 것으로 나타났다. 또한 세부 정책부문으로는 집적화 부문의 항만물류산업(0.421), 중심화 부문의 상업(0.382), 인터페이스 원활화 부문의 연계교통시스템(0.414) 활성화, 그리고 사회·안전화 부문에서는 환경오염문제(0.445) 해결을 통한 인근 주민의 삶의 질 확보가 가장 중요한 요소로 평가되었다.
Abstract
A port is one of the important parts of a complex urban setting as it creates lots of opportunities for the urban growth. And the sustainability theme is high on the agenda for a win-win growth between a port and its city. To understand of their relationship, we here defined and used a PC-MML framwork which could be structured as a triangular explanation map and MML(Micro-macro loop)-based interaction. We discussed and analyzed the agenda priority for the win-win growth by AHP through the survey of 3 policymakers in port-city and 14 experts of shipping and logistics. The results show that agglomeration of the related industries should be prioritized at the first level. And, to be more specific, the urgent tasks are a culstering of maritime industries and related businesses, culture-shopping space, intermodal transportation system, as well as social problems. Our study highlights the agenda priority considering a new concept of PC-MML framework to understand the interaction between a port and its city, suggesting practical policy implications.
