본 논문에서는 합리모형(rational model)과 점증모형(incremental model)이라는 정책결정 방법에 관한 대조적인 모형을 활용하여 국방개혁에 대한 한국군 접근방법의 타당성을 점검하고, 방향의 전환 필요성을 제기하였다. 한국의 국방개혁은 합리성에 기준하여 먼 장래에 지향해야할 목표를 설정한 다음 그것을 효과적으로 달성할 수 있는 계획을 수립하여 구현하는 이상적인 방식에만 치중한 결과 현실성을 갖지 못하였다고 판단되기 때문이다. 이제 국방개혁 2020은 합리모형에 대한 의존도를 줄이는 대신에 변화의 실제적인 구현과 속도를 중요시할 필요가 있고, 계획의 검토에서 벗어나 실천의 진도를 점검한 후 새로운 방향으로 전환시킬 수 있어야 한다. 2020년까지의 기간을 길게 생각하는 대신에 절박한 마음으로 신속하게 변화를 추진하여 필요한 사항을 구현하고, 그러한 성과를 분석 및 평가한 후 추가적인 변화를 시도해 나갈 필요가 있다. 국방개혁 2020을 총괄하는 임무를 수행하는 국방부의 국방개혁실은 군대 전체의 실천지향적인 개혁 노력을 종합하고 통제하는 역할에 더욱 많은 관심을 가질 필요가 있다.
Abstract
This article analyzes South Korean Defense Reform 2020 based on Rational Model and Incremental Model from policy making theories. Most South Korean defense reforms in the past seem to have focused too much on the development of long-term goals and comprehensive plans instead of timely realization of necessary changes. The current status of Defense Reform 2020 may not be much different from most previous reform initiatives of South Korea in this manner. If South Korean military really wants to reform itself into the one of Information Age, it needs to emphasize the speed of implementation instead of continued reviews and revisions of plans. It should start the necessary changes instead of procrastinating until the year 2020. The Ministry of National Defense should focus more on leading the efforts of all units, officers and soldiers in implementing their parts of defense reform instead of developing and providing fancy long-term plans from the top. Without this change of approach, the Defense Reform 2020 cannot meet its promises.
