사회투자정책은 근로를 매개로 개개인의 복지를 증진하고, 동시에 사회의 생산력 제고에 기여하고자 설계된 사회정책이다. 생애주기에 걸친 직업능력의 향상과 경제활동 지원을 목표로 하며, 취약계층과 아동 등에 보다 많은 자원을 투여하여 되도록 개개인의 출발선을 동일하게 만들어 주고자 한다. 그러나 사회투자정책의 효과는 사회투자정책이 시행되는 사회경제적 여건에 따라 차별적으로 나타나게 된다. 따라서, 사회투자정책의 효과성을 높이기 위한 보완과제들을 병행적으로 시행하여 사회투자정책의 우호적 환경을 조성하는 것이 필요하다. 이를 위해 먼저 개개인이 사회적으로 주어지는 고용과 직업능력 향상 기회에 의욕적으로 참여할 수 있게 해야 한다. 노동시장내 차별 해소, 맞벌이를 지원할 수 있게 조세와 사회보장제도를 개혁, 그리고 MWP정책의 적극화 등이 필요하다. 사회투자정책을 통해 ‘업그레이드’ 되고 증대된 노동력 공급에 대한 수요를 확보하는 것도 중요한 과제이다. 고용친화적인 거시경제정책과 산업정책의 구사, 임금체계를 직무와 성과에 맞게 다양화하여 기업의 고용수요를 증진, 사회적으로 보호된 노동시장의 형성 등이 필요하다. 이렇듯 고용을 매개로 사회정책과 경제정책이 맞물리게 된다면, 복지와 성장의 선순환이 이루어질 것으로 기대할 수 있겠다.
Abstract
Social investment policies aim to reconcile individuals' welfare and economic growth potential. Key of the strategy is to increase employability through lifelong education and training and to invest more in the disadvanteged and children so that they have more equal footing for the future. The policy effectiveness, however, differs according to socioeconomic circumstances. Therefore, it is necessary to have no employment discrimination, facilitate a dual income earners model, and increase MWP policies. This will increase individuals' incentive in participating the increased employment and training opportunities. At the same time, it is required to increase labor demand for the 'upgraded' human capital by implementing employment-friendly industrial policies, diversifying wage system reflecting productivity, and providing the sheltered labor market through the promotion of social enterprises.
