본 논문은 박정희 정권에서 이명박 정부에 이르기까지 역대 정부가 추진한 국방개혁의 역사를 회고하고 분석함으로써 현재와 미래에 대한민국이당면한 국방개혁 과제의 본질적인 문제점을 추출하고자 한다. 한국군은 정부가 바뀔 때마다, 그리고 특히 북한으로부터의 위협이 가중되고 한미동맹이 전환기에 들어설 때마다 국방개혁 문제에 직면했으나, 그 지향점이 우리 군의 전투력 향상과 군 조직의 효율화라는 근본적인 목표에 맞춰지지못했다. 필자는 그 첫째 이유가 군 내부의 문제에서 기인하는 것으로서, 조직과 예산의 팽창을 최우선으로 추구하는 군의 관료주의와 육∙해∙공 각군 간의 치열한 경쟁 때문이라고 분석한다. 국방개혁의 성공을 가로막는 또 다른 요인은 남북관계가 정치화되어 국가안보의 중요성이 의도적으로경시되는 경우이다. 필자는 향후 대한민국의 국방개혁의 성패는 행정부와 국회의 정치적 리더십의 발휘 여부에 의해 결정될 것으로 전망한다.
Abstract
This paper identifies fundamental problems in current and future ROK military reforms by reviewing and analyzing the history of past military reforms, from the Park Chung-Hee to the Lee Myung-Bak administrations. The ROK military has faced a call for military reform every time the North Korean threat has increased and/or the ROK-U.S. alliance underwent a transition, but none of the military reform attempts thus far have had the correct focus: improving fighting capability and management efficiency. The author claims that the first reason for the failure of military reform lies inside the military organization itself: a bureaucracy that pursues only the expansion of the organization and budget, and the keen competition for power among the army, navy, and air forces. Successful military reform is also impeded when inter-Korean relations are politicized, and as a result the importance of national security is intentionally neglected. The author argues that the success or failure of future ROK military reform will be determined by whether the government and parliament exhibit proper leadership.
