초록

The juvenile justice law of welfare character is the concept that the state should protect the boy with the same protection as his parents so that the boy adapts to society and becomes independent. Therefore, our society has a wide variety of youth policies against such an ideology, especially those aimed at solving the problems of youth. In particular, administrative agencies carry out numerous policies and programs for a variety of purposes, including policies or programs that have the preventative effect of juvenile delinquency. In this study, what are the policies that have the preventive effect on the delinquency among the various youth support policies implemented by the local administrative agencies in our society? And this study was conducted on how to analyze from the perspective of prevention theory of juvenile delinquency. As a result of the analysis, each local government was carrying out various policies and programs for youth. In particular, most of the policies were economic support policies related to employment and start-up to secure economic means. And there were cultural support, educational support, and emotional and psychological support policies. These policies have a major meaning in terms of prevention theory of delinquency. Economic support policies will help solve anomie mentioned in tension theory. This is because there is legal and normative support to find a good job, which is the goal of adolescents. Especially, by allowing them to carry out general and conventional social life, they will not fall into a devious subculture with delinquent friends and will be able to live with normative peers. On the other hand, as claimed in the social bond theory, it is possible to prevent delinquency by promoting involvement and participation in conventional social life, which is a major element of ties. In addition, cultural support policies and emotional and psychological support policies can offset the frustration caused by tension in general strain theory by trying to stabilize the emotions and psychological stability of adolescents, eliminate social disintegration factors, and strengthen the bonding factors, thereby preventing delinquency. Education-related support policies will make it possible to improve the overall quality of life based on the cultivation of personality and knowledge through the steady education linkage with youths, and it will provide opportunities for delinquent youths to grow up as a general society by meeting the transition period of life. This will change the self-control and stop delinquency as the developmental theory. Our society constantly comes up with ideas to solve youth problems and implements a lot of policies. It is expected that the policies that can be more effective will be presented in the future, which will increase the effect on the prevention of juvenile problems and delinquency.

Abstract
