Juvenile protection systems and policies are failing to deliver satisfactory results. There was a problem with the Juvenile protection policy and system. A fundamental alternative and practical approach to boy protection is needed. The purpose of this study is to present a plan of juvenile justice system in Korea. For this purpose, the concept and characteristics of juvenile delinquency, youth counseling policy, counseling policy for juvenile delinquents were examined. In particular, we examined the juvenile counseling system and policies of the US, UK, and Germany. Based on this, I presented corrective counseling policy and system that can be introduced in the judicial system of Korea.
