Abstract

If we look at juvenile crime in our society in these days, we can see that it has reached a very serious level. However, the problem of juvenile delinquency was not the case yesterday. It would be a problem that existed in any society. And all societies are constantly striving to solve these youth problems. We have presented countermeasures and programs through discussions, and there are many directly countermeasures to solve juvenile delinquency. On the other hand, there are general social measures to solve various youth problems, and these measures can also have sufficient preventive effects from the perspective of juvenile delinquency. Therefore, in this study, I analyzed the significance of the youth support policies of the central administrative agency from the perspective of preventive theory of juvenile delinquency. As it is a general youth policy, it was found that there are many policies to solve social problems surrounding general youth rather than juvenile delinquency. In particular, most of the policies were policies related to employment, and there are many vocational education and training to support employment or to acquire skills for employment. These policies can have various meanings from the view point of prevention of juvenile delinquency. The existence of legal support to find good jobs, which is the social goal of the strain theory, could solve anomie. It also helps to reduce the elements of delinquency by promoting commitment and involvement, which is the element of bond, as I said in the social bond theory. In addition to policies related to employment, there are also policies that provide direct financial payments such as ‘youth tomorrow filling benefit’. This is also the case for young people to have jobs, and most of them will be small and medium-sized enterprises, which will lead them to work in the long term, so that they can find a sense of professional stability. If so, having a stable job, even if they were a juvenile delinquent, would be a turning point in their life and could grow up to be a normal member of society. This is the element that the developmental theory claims, that is, it can result in stopping deviation as it grows. In addition, a prominent policy is a policy to revitalize culture and arts education, which will play a role in stabilizing the emotions and psychology of young people. This could offset the frustration in the tensions claimed by the general strain theory. And it is estimated that it will be possible to prevent juvenile delinquency by removing the disintegration elements claimed by the social disorganization theory and adding social jewish elements.
