범죄청소년의 자립역량개발을 위한 정책방안: 능동적 복지정책의 관점에서

본 연구는 소위 능동적 복지정책의 관점에서 소외계층 또는 위기청소년으로서 범죄청소년의 역량개발을 위한 정책적 방안 모색 목적으로 하고 있다. 연구목적에 따른 연구의 주된 내용으로서는, 첫째, 범죄청소년 자립지원 정책에 대한 선행연구 및 관련 자료 고찰, 둘째, 범죄청소년의 자립지원을 위한 사회적응 프로그램, 경제자립 프로그램, 심리․정서 프로그램의 분석과 이들의 문제점과 정책적 개선방안에 대한 고찰, 셋째, 범죄청소년의 자립지원에 대한 전문가 의견조사를 통해 범죄청소년을 위한 자립지원 시스템의 문제점과 개선방안을 도출하고, 마지막으로, 대상청소년에 대한 요구조사로서, 그들이 원하는 프로그램에 대한 요구조사를 통하여 수혜자의 시각에서 프로그램의 효과적인 운영방안을 모색했다. 연구 결과로서 프로그램분석결과와 대상청소년의 요구조사에서 나타난 범죄청소년을 위한 자립지원 프로그램의 문제점과 정책적 개선방안은 우선 직업역량개발 프로그램 등 실제 생활에 도움을 줄 수 있는 프로그램이 제공되어야 하며, 또한 범죄청소년 스스로 삶의 목표와 계획을 수립할 수 있도록 도움을 주는 실천성 있는 프로그램의 제공이 요구되며, 마지막으로 가족과 지역사회의 관심과 지원은 물론 지역사회 유관기관과의 협조체계 구축을 통한 사후관리가 필요한 것으로 나타났다. 본 연구의 결과에서 나타난 범죄청소년의 자립지원을 위한 정책방안에 대한 함의는 범죄청소년을 위한 대부분의 프로그램은 성공적인 사회복귀와 자립지원을 표방하고 있지만, 실제 프로그램의 내용을 보면 아직도 그들의 ‘문제’ 또는 ‘범인성’에 집중된 프로그램이 제공되고 있는 실정이며, 따라서 범죄청소년을 위한 교육프로그램은 잠재적 자원으로서의 그들의 역량을 계발하는 방향으로 전환되어야 한다는 것이다.
Abstract
This article is designed to suggest key policy recommendations for juvenile offenders to develop their abilities to survive independently in society. To achieve this purpose, it tries first to review the previous literature on competence development of youth and then apply the concepts of key competencies for youth to young offenders and evaluate how the existing correctional programs for youthful offenders help juvenile offenders cultivate their capabilities of self-sustaining life when they come back to society after confinement or probation. First, it becomes clear that most correctional programs are focused mainly on eliminating "the causes"of criminal behavior but they lack competency improvement skills such as job skills and job training programs for successful reintegration. Second, tighter and more systematic relationship is needed between juvenile justice agencies and local service sectors and organizations to provide efficient after-care service. Third, programs for familial support and community involvement are necessary to enhance young offenders’ self-esteem and self-reliance. Policy implications based on these results are discussed.
