Abstract
This study aims to compare and analyze the policy diversity and structural characteristics of inter-school joint curricula implemented at the elementary level across different provincial offices of education in Korea. To achieve this, official policy documents from 10 out of 17 provincial offices—those that currently operate joint curricula at the elementary school level—were collected and examined. The analysis was conducted based on five categories derived from prior literature: policy rationale and objectives, operational types, implementation methods, administrative and financial support systems, and legal foundations. The findings reveal: (1) joint curricula are being institutionalized with distinct conceptual definitions and components in each province; (2) cooperation structures and implementation systems form a dual-layered operational framework that varies by region; (3) the curricula are flexibly organized across time, media, and content; and (4) considerable disparities exist in the level of institutionalization, including budgeting, administrative staffing, and teacher professional development. Based on these findings, the study discusses the need to understand joint curricula as multi-layered constructs, to tailor policy designs to local educational contexts, to prioritize practical flexibility over formal uniformity in implementation, and to strengthen the overall support system for policy sustainability. These discussions provide practical implications for localized educational policy design and offer foundational insights for the institutional stabilization of joint curriculum models.
