Abstract

The purpose of this study is to analyze the impact of Brazil's economic policy responses to the Covid-19 crisis on the public debt sustainability. To this end, first, this study intensively analyses the impact of the emergency aid program on the public debt after briefly reviewing the progress of Brazil's Covid-19 cases and the performance of its quarantine policy. Thereafter, this study measures the changes of the debt stabilising primary balance to examine how much the public debt service burden of future generations has been increased. This study reveals that Brazil's fiscal deficit and government debt surged due to the massive public spending increases to cope with the Covid-19 pandemic and the emergency aid program for the most vulnerable population is the main causes of the increase in fiscal spending. It also reveals that the debt stabilising primary balance is increased by 0.4%p due to the increase of public debt to GDP ratio. This means that the economic policy to cope with the Covid-19 crisis has increased the debt service burden of future generations. However, it is not possible to assure that the public debt sustainability is deteriorated, given that the economic policy responses to the Covid-19 crisis could lead to higher long-term economic growth or lower real interest rates.
