Abstract
Amid a reconfiguration of the global order marked by intensifying U.S.-China rivalry and growing geopolitical instability, Brazil is pursuing an institutional shift in its fiscal policy. While its low dependence on foreign trade and domestic demand–oriented economy provide a buffer against external shocks, the country continues to grapple with long-standing internal structural challenges—including a persistent fiscal imbalance, rigid expenditure structure, and inefficiencies in public finance management. Since the introduction of the spending cap under Michel Temer’s administration in 2016, debates on fiscal balance have intensified, and the Lula government has initiated a transition toward a more flexible and realistic fiscal framework with the adoption of the new fiscal rule in 2023. The new fiscal framework departs from rigid expenditure constraints by allowing spending to increase proportionally with revenue growth, aiming to institutionally link economic growth with fiscal sustainability. However, sustainable public finance must go beyond fiscal responsibility to support long-term social investments in inclusive welfare, protections for informal workers, and strengthened social infrastructure. Given Brazil’s persistent political and economic tensions and the pathological structure of its public finances, this new fiscal paradigm will be difficult to realize without institutional consolidation and national-level policy coordination. Nevertheless, the new fiscal rule represents a significant opportunity to reorient fiscal policy toward an integrated approach that balances growth, redistribution, and responsibility, thereby laying the groundwork for sustainable development.
