Abstract

This study reviews the expansionary fiscal policy of the EU Member States to cope with the COVID-19 crisis and the surge in their government debt. It also examines the perception of deteriorating fiscal conditions in the EU and conducts scenario analysis focusing on the changes in government debt levels in the fiscal consolidation process. According to the pessimistic scenario, no EU member state will return to the level of government debt of the year 2019 by 2045. On the other hand, according to the optimistic scenario, almost all countries are expected to return to the pre-COVID-19 debt level by 2030. In addition to fiscal efforts and economic growth, various factors can affect the fiscal consolidation process. Based on qualitative and quantitative analysis, this study provides the following conclusion for future economic policies at the EU level. First, the direction of fiscal policy is expected to shift from expansionary to tightening from 2023 as a full-fledged fiscal consolidation is implemented. Second, it is likely that th EU will apply a differentiated fiscal rules to the Member States because they become more disparate in fiscal conditions. Third, there is a possibility of expanding climate change investment and excluding this spending from the national debt accounting. Finally, it is expected that the focus will be on improving growth potentials by expanding investment in strategic industries and green transformation. As a result, this circumstance may lead to more aggressive industrial policies in high-tech fields, and trade policies to protect European interests.
