본고에서는 브라질의 만성적인 재정적자가 지속적인 공무원의 증원과 연금수령 구조에서 비롯되었다는 주장을 펼쳤다. 경제상황의 변화에 따라 국가 재정이 증가하는 긍정적인 측면이 있지만, 사실 세입은 증가하는 만큼 세출이 발생한다는 것을 가정하면 경제성장이 모든 것을 해결해주지 못한다. 따라서 본고는 우선 브라질의 인구고령화가 어떻게 진행되고 있는지에 대해 분석했다. 이와 더불어 브라질의 재정적자가 어떤 부분에서 발생하고 있는지 살펴보고, 인구고령화와 연금개혁이 어떤 관계를 지니고 있는지를 분석했다. 지난 10년간 발생한 재정적자의 변동은 연금 수급자의 증가나 수령금액의 증가가 결정적인 원인이라고 평가하기 어렵다. 이미 브라질은 본원적인 재정적자를 기록하고 있고, 그 이유는 공무원들의 임금을 비롯한 일상적인 재정적인 측면이 훨씬 큰 부분을 차지했다. 또한 지우마 전대통령 집권기에 국내경제와 대외경제 악화를 극복하기 위한 방안으로 내수시장 활성화를 선택했고, 그 과정에서 재정적자 폭이 확대되었다. 따라서 경제가 성장하면 재정적자 규모는 줄어들 것이라는 주장은 설득력이 있다.
Abstract
Brazil's deficit is lacking in public servants' wages, loans and payments, and tax advisers. Therefore, it can be argued that the Social Security Fund is the most important part of the government budget deficit. Nonetheless, the government's measures to overcome fiscal deficits include reforming the pension system by increasing the length and amount of pension contributions, lowering the pension age, and reducing the pension receiving period. Therefore, it is expected that the people who are waiting for pension benefits will resist. Some experts argue that the current fiscal deficit does not need pension reform because the economy will recover and employment growth and tax revenues will expand. Unlike the pessimistic view of pension reform, more than 70% of the population oppose pension reform. Therefore, it is difficult for any politician to choose a policy contrary to popular opinion. Then, pension reforms are taking different positions depending on how they perceive the change in the population. It also argues that the population change in Brazil is rapidly progressing in the process of persuading the people, and a pension system corresponding to this is needed. In this paper, we analyze the population aging phenomena in Brazil and find out whether the deficits are derived from pensions. In addition, the pension reform proposal proposed by the government failed to guarantee the lives of the people, and the reform of the pension system revealed that the deficit problem could be a solution from a long-term perspective.
