Abstract
This study analyzes the background of the Baltic countries’ push to stop importing Russian natural gas from the perspective of interdependence, and examines Russia’s response and perception of reality. The Baltic countries had been unilaterally dependent on Russian natural gas by importing natural gas through pipelines built during the Soviet era, but they were able to change their relationship to an interconnected structure by strengthening natural gas transportation infrastructure and reducing natural gas usage, thereby breaking away from the unilateral dependence on Russian natural gas. This became the background for the Baltic countries to declare a halt to importing Russian natural gas ahead of other European countries. In fact, Russia did not take any clear countermeasures to the Baltic countries’ halt to importing natural gas. This can be interpreted as Russia’s realization that the Baltic countries can no longer be in its economic and political sphere of influence.
