Abstract

During the 1990s and 2000s, the US and Europe were united in reducing Europe’s strategic dependence on Russian natural gas exports. Despite these efforts, there are still lingering energy security threats from Russia. Four years into the Western economic sanctions on Russia, Russian pipeline gas exports to Europe have increased. Pipeline gas from Russia remains the EU’s top supply, 43% of imports, followed by Norway, 34%, and LNG, 12%. The goal of this article is to examine why the two decades’ efforts to reduce Europe’s strategic dependence on Russian natural gas exports have failed. Two main reasons are discovered. The failure lied in the implementation of large scale infrastructure projects based on political considerations regardless of their commercial viability. Another reason for the failure can be found in differing views on the role of Russian natural gas between Eastern and Western Europe. Russia-EU energy relations are at a critical juncture under President Trump. Riding on the wave of LNG export capacity expansion, after countries in Asia and North America (Mexico), the US is set to export U.S. LNG exports to Europe. US LNG imports by several East European and Baltic countries increased in 2017. While the EU may in time build more receiving terminals, U.S. LNG exporters have difficulty with making inroads into the Northwest European gas market mainly supplied by Russia via natural gas pipelines. In Northwest Europe, US LNG faces stiff competition from Russia, where the costs of production are very low.
