EU-러시아 에너지 관계와 에너지 안보: 가스 수급의 안보를 중심으로

초록

에너지 생산국과 소비국 사이에는 에너지 공급과 수입의 의존에 따른 에너지 안보게 대한 우려가 제기된다. 에너지 안보는 합당한 가격으로 충분한 에너지의 공급과 수요를 확보하여 경제의 발전과 안정을 지속하는 정책으로 정의된다. EU와 러시아 간의 에너지 관계에서 발생하는 천연가스 수급의 안보를 확보하려는 양측의 정책과 양측 간의 쟁점들, 양측의 수용할수 있는 방안, 양측의 에너지 관계 전망 등을 분석하는 것이 이 논문의 주요 초점이다. 에너지 공급의 안보와 수요의 안보를 확보하기 위하여 엄청난 자본의 투자가 필요한 에너지 공급과 수요의 다변화를 위한 대체 수송 가스관을 건설하는 전략적, 정치적 이유와 목적에 토대를 둔 정책보다는 경제적, 비즈니스적 이해득실의 상호이해와 신뢰를 바탕을 하는 상호의존과 협력을 증진하는 정책이 EU와 러시아의 에너지 안보를 강화할 것이다.

Abstract

Mutual fears and concerns about energy security result from dependence of energy supply and demand between energy-producing countries and energy-consuming countries. The concept of energy security is defined as a policy of ensuring sufficient energy resources at reasonable prices for the foreseeable futureand maintaining economic development and stability. This article attempts to analyze EU energy security policy for stable supply of energy and Russian energy security policy for stable demand of energy in EU-Russian energy relations and propose reliable alternatives of energy security acceptable to both sides. The better policy is not diversification of energy supply and demand and construction of new gas pipelines for strategic and political reasons and goals. Instead of this, EU and Russia might try to increase interdependence and cooperation on the basis of trust and mutual understanding about economic and business interests through negotiations for energy security acceptable to both sides.
