본 연구는 바이든 행정부의 동맹전략의 변화를 분석하고 이에 대한 우리의 대응방안을 모색하는데 중점을 두었다. 중국의 위협에 대응하기 위해서 미국은 거리의 폭정(tyranny of distance)과 함께집중의 역설(paradox of concentration)을 동시에 극복해야 하는 전략적 과제를 가지고 있다. 이를극복하기 위해 동맹과 우방국의 확대를 위해 연대와 통합이라는 중심으로 외교정책을 추진한다. 이러한 연대와 통합의 주요 사례는 쿼드와 오커스가 대표적인 전자는 정치와 비군사적 협력을 후자는군사적 역할에 중점을 두며, 상호 보완적 역할을 하고 있다고 평가된다. 아울러 두 사례에서 식별된동맹 전략의 특징은 새로운 우방의 확장을 추진하면서도 기존 동맹의 협력에 더욱 의존하는 경향을보인다는 것이다. 팔머와 모겐이 주장한 양재화 이론에 의하면 국력이 약해진 국가의 외교적 선택은 만족하지 않는 현상에 대한 개선도 시도하지만 비용 절약을 위해 만족하고 있는 기존자원을 최대한 활용한다는 사례로 설명이 가능하겠다. 아울러 미중 전략적 경쟁이 심화 될수록 태평양 도서국에 대한 전략적 의존도는 높아지고 있으며, 이들의 지원을 확보하기 위한 노력도 높아짐을 식별하였다. 이러한 상황 속에 한미동맹의 발전 방향성은 서로 상보되는 분야를 찾아 협력을 강화해야함을 강조한다. 이를 위해 지역안정성에 기여할 수 있는 핵과 재래전 능력의 통합을 위한 노력과함께 인도와 태평양 도서국의 협력 확보를 위한 공동의 노력 증진이 주요 과제로 제안하는 바이다.
Abstract
This paper focuses on Biden administration's alliance policy based on the analysis of threat perceptions toward China and cases of multi-lateral cooperation such as QUAD and AUKUS. The unique characteristics of the Biden's alliance policy are ◯1 improving utility of existing alliance rather than expanding new alliance ◯2 changing her focus to importance of Pacific Islands as the level of strategic competition elevates. First one is explained by Two-Good theory suggested by Palmer and Morgen arguing that when the state is in decline, it allocates its resources more on using sustaining status quo than changing status quo that it does not satisfy. Secondly the importance of pacific islands and strategic competition on pacific islands between the U.S. and China has already started and it is getting harder. In this circumstance, ROK-US alliance should pay attention to the areas that both side compensate each other such as nuclear and conventional roles and that winning more support from India and states in Pacific islands.
