초록

바이든 행정부 시기 한미관계는 어떻게 전개될 것인가? 본 연구는 바이든 행정부의 중국 문제와 북핵 위협에 대응하는 동아태 전략이 한미관계에 미치는 영향을 분석한다. 본 연구의 핵심 주장은 크게 세 가지다. 첫째, 핵무장한 북한의 전략적 위협은 한미관계의의 모순을 심화시킨다. 북한의 비핵화는 협상의 개시와 그 최종상태에 대한 합의일 뿐 북핵문제의 해결은 핵 군축과 핵 균형 두 가지 뿐이다. 두 개의 옵션이 주한미군과 한미동맹, 미국의 동아태 전략의 변화를 수반한다는 점에서 한미관계의 모순은 심화된다. 둘째, 중국에 대한 미국의 경쟁적 관여 역시 한미관계의 모순을 심화시킨다. 바이든 행정부는 트럼프 정부시기 쟁점화 된 미중 경쟁을 제도화하는 전환점이 될 것이며 이는 미중 사이에서 한국의 모순을 심화시킨다. 마지막으로, 미국의 경쟁적 관여와 한국의 헤징에서 발생하는 모순의 관리방안으로 한미일 안보협력과 다자적 유연성을 검토한다.

Abstract

How will the US-ROK relationship unfold during the Biden administration? This study analyzes the impact of the Biden administration's East Asia-Pacific strategy in responding to the China issue and the North Korean nuclear threat on US-ROK relations. There are three main arguments in this study. First, the nuclear-armed North Korean strategic threat deepens the contradictions in the relationship between the US and the ROK. North Korea's denuclearization means the initiation and final state of negotiations, but there are only two ways to solve the North Korean nuclear issue: nuclear arms control and nuclear balancing. The contradiction in US-ROK relations intensifies as the two options entail changes in the USFK and ROK-US alliance and US East Asia-Pacific strategy. Second, the US's competitive engagement with China also intensifies the contradictions in US-Korea relations. The Biden administration will be a turning point in institutionalizing competition between the US and China, which became an issue during the Trump administration, which intensifies the contradiction in Korea between the US and China. Finally, the management plan of the ROK-US alliance is reviewed as a way to overcome the contradictions arising from the competitive involvement of the US and the hedging of Korea.
