초록

본 연구는 미국 바이든 행정부의 외교･안보 전략 중 인도-태평양 전략을 추진하면서 채택하게 될 미국의 해양전략에 주목한다. 바이든 행정부는 인도-태평양 지역에서 미국 주도의 국제질서 구축을 위해 중국의 확장적인 움직임을 견제하는 동시에 역내 국가들에 대해 경제･외교･군사･보건 등을 망라한 제반 분야에서 국제사회 주도국으로서 미국의 영향력을 확대하려 한다. 그 과정에서 미중 간 해양에서의 안보 경쟁이 치열하게 전개될 가능성이 농후한 현실이다. 중국을 견제하기 위한 미국 바이든 행정부의 외교･안보 전략은 역내 주변 국가들에게도 매우 중요하다. 주변 국가들 모두 미중 간 경쟁의 소용돌이로 빠질 수 있는 취약성에 직면하고 있기 때문이다. 특히 한국은 미중 모두와 외교･안보는 물론이며 경제적으로도 가장 밀접한 관계를 맺고 있기 때문에 그 중요성은 더욱 특별하게 다가온다. 본 연구를 통해 한미 간 안보협력의 핵심 사안으로 부상하게 될 해양협력의 현황과 쟁점, 그리고 향후 풀어나가야 할 과제를 집중적으로 확인함으로써 양국의 군사동맹 강화를 위한 외교･안보 측면의 정책적 함의를 도출한다.

Abstract

The article focuses on the US maritime strategy, which the Biden administration would introduce implementing the Indo-Pacific strategy as part of the US diplomatic and security strategy. To illustrate, the Biden administration seeks to contain China’s expansive activities and build back better the US-led international order in the Indo-Pacific region. In doing so, the US would lead global politics and expand its influence over regional actors in every issue area, including economy, diplomacy, military affairs, health, and the like. Therefore, it is highly likely that the US and China would enter fierce security competition in the maritime domain. Biden administration’s diplomatic and security strategy is also significant for other states in the region, which are vulnerable to being drawn into the vortex of the US-China competition. For South Korea, the significance of the US strategy is especially greater because it maintains the closest relationship in terms of diplomacy, security, and the economy with both the US and China. Against this backdrop, the article suggests that maritime cooperation would become part of the core agenda for the ROK-US security cooperation. The article closely examines the status and issues of maritime cooperation, identifies future challenges. Finally, it suggests diplomatic and security policy implications to strengthen the ROK-US alliance.
