본 논문은 최근 지역주의의 확대․심화 배경과 특징을 살펴보고, 최근 지역주의에서 FTA가 가장 선호되고 있는 이유를 부분균형 분석방법으로 관세동맹의 경우와 비교 분석해 보았다. 분석의 결과, FTA는 관세동맹의 경우에 비해 바람직한 무역창출효과는 더 크게 나타나며, 무역전환으로 인한 비용은 더 작게 나타난다. 게다가 FTA의 경우에는 생산과 소비 측면의 손실이 없으면서도 간접무역굴절효과에 의한 관세수입으로 소득이 크게 발생하게 됨을 알 수 있었다. 그리고 관세동맹의 경우에는 여타세계와의 무역이 축소되거나 제거됨에 비해 FTA의 경우에는 여타세계와의 무역이 오히려 증가하게 된다. 따라서 FTA는 관세동맹이나 그 이상의 RTA 형태에 비해 선호될 충분한 이유가 있다는 결론을 얻을 수 있다.
Abstract
This paper aims to analyse the background of recent regionalism and the reason why FTA(Free Trade agreement) is preferred. For the purpose of the paper, the effects of FTA were tried to analyse with the alternative of a tariff-averaging customs union. The results of the analysis concluded as follows. In the case of FTA, there would be no loss from the production and consumption effects, but there would be a gain in government revenue that was larger than the net gain that would accrue to the partner country with the customs union. In the case of customs union, moreover, trade with the rest of the world would be eliminated, whereas it would increase in the alternative of FTA. Taking these considerations into account, the customs union alternative can be said to be inferior to the FTA if judged purely in terms of static efficiency considerations. The difference between the two alternatives results essentially from the indirect trade deflection effect that occurs in the case of FTA, which rules of origin cannot prevent.
