Abstract

Cooperatives in South Korea have been an important partner in state-led economic and social development since the 1960s. This research focuses on cooperatives established after the enactment of Korea's Framework Act on Cooperatives in 2012 to explore how the state-cooperative partnership is working and suggest implications. This research was conducted using qualitative research methods, collecting and analyzing publicly available literature, including government press releases, strategic plans, and forums on coopera tives. The findings of the research are as follows: First, due to the institutional differen tiation between cooperatives and social cooperatives, hybridity among cooperatives has occurred, making it difficult to form federations and obtain representative statues. Second, while the role of social cooperatives as providers of social services has been strengthened, government oversight and supervision may erode cooperative autonomy and independence. Third, the various ministries and local governments including the Ministry of Economy and Finance, which is in charge of cooperative policies within the government based on the Framework Act on Cooperatives, have shown differing policies and perspectives while supporting cooperatives. The implications are as follows. First, cooperatives requires policies that reflect the type and characteristics of cooperatives for their growth and development. Second, government support is essential for social cooperatives as they conduct business related to public interest. Third, the cooperation system between the Ministry of Economy and Finance and related ministries should be strengthened to ensure policy consistency, while decentralized policies should be established and implemented.
