본 연구는 협동조합기본법으로 설립된 협동조합들이 어떠한 시대적 과제를 해결하고 있는지를 포함하여 기본법 협동조합 및 관련 정책의 성과와 한계를 분석하고, 협동조합의 정체성 및 임팩트 제고를 위한 전략 및 정책적 과제 제시를 목적으로 한다. 이러한 연구 목적을 위하여 특히 그동안 6차례에 걸쳐서 조사되고 출간된 협동조합실태조사결과를 집중적으로 분석한다. 이러한 분석을 통하여2022년 말 기준 협동조합기본법에 의하여 설립되어 운영되고 있는 1만여 개의 협동조합들이 돌봄을 비롯하여 복지국가의 위기, 자본주의적 고용의 위기, 기후 위기, 공동체 쇠락의 위기 등에 대응할 목적인 것을 확인하였다. 그러나 상호성과 민주주의가 지켜지지 않는 사례가 늘어나고, 적지 않은 협동조합들이 소규모의 한계를 지니고 있으며, 사업협력과 연대를 발전시키지 못하고 있는 어려움에 직면하고 있음을 확인하였다. 협동조합이 우리 사회의 다양한 문제를 해결하는 데 중요한 조직적 주체로서 역할을 하기 위해서는 협동조합을 헌법에 명시하여 국가 공동체 발전의 핵심적인 요소로 설정하고 협동조합의 정체성을 명료하게 규정하여 현재 협동조합기본법에서 일반협동조합을영리법인으로 규정한 모순을 해소할 필요가 있고 협동조합 발전을 위한 생태계 조성의 과제를 제시하였다.
Abstract
This study examines the achievements and limitations of cooperatives established under South Korea’s Framework Act on Cooperatives, focusing on how these organizations have sought to address contemporary social and economic challenges. By analyzing six rounds of the National Cooperative Status Survey, the research identifies key trends and impacts among approximately 10,000 cooperatives operating under the Act as of 2022. The findings reveal that these cooperatives have emerged as institutional responses to multiple societal crises—including the weakening of welfare state and care systems, instability of capitalist employment, climate crisis, and decline of local communities. However, the study also highlights persistent challenges: erosion of reciprocity and democratic governance, prevalence of small-scale operations, and underdevelopment of inter-cooperative collaboration and solidarity. To enhance their societal role and impact, the study calls for the constitutional recognition of cooperatives as core institutions of national development, a clearer legal definition of cooperative identity, and the creation of an enabling ecosystem that overcomes the contradiction of defining general cooperatives as for-profit entities under the current Act.
