2012년 12월에 본격 시행을 앞두고 있는 협동조합기본법의 제정은 우리나라 협동조합조직들이 사회혁신과 사회통합에 기여하는 사회적 경제 부문의 중요한 활력 인자로서의 역할을 수행할 수 있는 계기가 될 수 있다. 본고는 구조적 실업과 양극화의 시대에 있어서 협동조합이 어떠한 장점으로 인하여 질 좋은 고용을 창출하고 사회적 신뢰를 높이며, 시장의 실패에 대처할 수 있는지를 구명하였다. 정부통제형 협동조합 중심으로 발전한 한국 협동조합 부문이 우리나라의 시대적 과제를 해결하는 데 기여하기 위해서는 지역을 기반으로 한 협동조합을 비롯한 사회적 경제조직의 연대체제의 구축, 협동조합 지원 금융체제의 구축, 죄수의 딜레마문제를 해결하는 데 기여하는 제도적 유인체계의 마련 등이 필요하다는 점을 제시하였다.
Abstract
This research highlights the implementation of the framework act of cooperatives which is expected to facilitate cooperatives’ role of social innovation and social integration. It utilizes historical facts and organizational economics theories to show how a variety of cooperatives serve to create decent jobs, enhance social capital, and cope with market failures. It also suggests that the cooperatives sector in Korea needs to break the traditional government dependent path to cope with the current socio-economic challenges that Korean society has been facing. Finally, it discusses necessary conditions that Korean cooperatives sector is reformed and developed, including building regional and national level network system of a variety of cooperatives and social enterprises, financial support system serving cooperatives, and institutional incentive system.
