Abstract

This study presents a theoretical investigation into performance measurement and the ways in which organizations respond to it, with a focus on the context of the social economy. It begins by examining the characteristics of New Public Management (NPM), which has become the dominant administrative logic globally, and investigates how performance measurement practices rooted in NPM influence organizational behavior and outcomes through the performative effects of indicators. The study then proposes an analytical framework that combines the perspective of institutional logics in institutional theory and resource dependence theory, to explain how organizations respond when multiple institutional logics coexist in a given organizational field. Applying this framework, the paper explores how social economy organizations respond to institutional pressures stemming from NPM-based performance measurement in contexts where the logics of NPM and the social economy compete, and how such responses, in turn, shape organizational performance. This research offers theoretical contributions by presenting a general framework for analyzing the interplay between performance measurement and organizational behavior, and practical implications for both evaluators and organizations by highlighting key considerations when designing or responding to performance assessments.
