연구자는 한국교총의 역동적인 이익표출활동 행태를 분석하는 것을 연구목적으로 삼았다. 이를 위해, 한국교총의 이익표출활동에 영향을 주는 영향력 요인을 검토하고, 한국교총이 이익 달성을 위해 보여준 대응의 행태와 영향력행사 방식인 활동전략을 분석하였다. 한국교총이 보여준 대응의 행태를 살펴보면, 빈약한 대중전략에 비해 토론회를 활용한 활발한 정보전략, 전교조를 견제하기 위해서라면 목표를 바꾸는 행태, 교육부로부터의 소외, 조직화되지 않은 反전교조 세력으로부터 든든한 지지 등을 들 수 있다. 한국교총은 半직접통로를 통해서 가장 활발한 표출활동을 펼친 것으로 드러났다. 활동전략을 살펴보면, 한국교총은 구성원의 수가 상당함에도 불구하고 대중전략의 사용은 거의 나타나지 않았다. 한국교총은 정보전략, 연합전략, 대중전략, 제소전략 순으로 활동전략 패턴을 보여주었다.
Abstract
Analysis on the Interest Articulation Behaviors of KFTA It is the purpose of this study to analyze dynamic behaviors of the Korea Federation of Teacher's Associations(KFTA) appeared in an educational policy formulation process with the case of National Education Information System(NEIS) policy. It was analyzed that a check against KTU became the core triggering mechanism of the KFTA. And active information strategy, insufficient mass strategy, active check against KTU, alienation from MOE, and support by unorganized coalition appeared as main response behaviors corresponding with KFTA. Next, as for the analysis of the activity channel, KFTA was found to make the most active articulation activity through semi-direct channel, making interest articulations on the core policy-making system via public agencies such as the National Assembly, the Court, the President, the Prime Minister, the related government agencies, and the local autonomous entities. Finally, as for the analysis of activity means, KFTA made the most extensive use of information strategy but made the least use of both mass strategy and lawsuit strategy.
